Narrative:

On descent, we had 1 loop (of 2) indicate a fire. Captain flew aircraft handled communication, first officer performed checklist. First officer stated that test of opposite (other) loop was unsatisfactory. Captain had first officer to perform test again. First officer stated test again was unsatisfactory aircraft had a fire. As first officer completed checklist which included shutting down of engine, captain declared an emergency. Landed in msn. After inspection by rescue crew no indication of a fire. Tried to taxi aircraft, but brakes were locked. Had to leave aircraft on runway until maintenance repaired brakes.
