Narrative:

ATC cleared my aircraft to land from a circle to land from the runway 03 ILS to runway 21. Upon turning base a king air called a 3 mi final (he was in fact about 1 1/2 mi from the end of the runway. The FAA inspector directed a circle to land which required a close in turn on right base to final. The king air came in under us. ATC failed to tell us about the king air and in my judgement it should have been turned off final. We had already been cleared to land.
