Narrative:

X had departed ryan airport for tus, a trip of about 10 mins. I contacted tus arsa and they replied with an altitude and to expect a right pattern for runway 11R. In a short time I was told to contact tus tower. They cleared me for a right base to runway 11R. I was on final for runway 11R, when the controller contacted me with this command, 'warrior cleared to runway 11L.' I immediately repeated the command to him. It is not unusual for this change of runway when the airport is not busy and there is not another plane coming in on runway 11L. It is closer to the parking area. I turned left to line up with runway 11L and continued on final. When I was about 200 ft above the touchdown point, my husband told me there was a low wing plane on the right about to cross runway 11L. He then said there was a high wing plane on runway 11L about to takeoff. I called the tower and said loudly that there was a plane on the runway. I immediately turned right and called the tower again and said, 'do you realize that you cleared me to land on runway 11L and there is a plane taking off on runway 11L?' his reply was 'I called the wrong aircraft number. The transmission was for a comanche to cross the runway.' I then landed on runway 11R which I had first been cleared to land on as there wasn't another plane coming in. I called the tower later and talked to the controller. He admitted that he had called the wrong aircraft number but said he had not heard my acknowledgement of his command. I asked about listening to the tape but he said that I would have to contact his supervisor.

Narrative: X HAD DEPARTED RYAN ARPT FOR TUS, A TRIP OF ABOUT 10 MINS. I CONTACTED TUS ARSA AND THEY REPLIED WITH AN ALT AND TO EXPECT A R PATTERN FOR RWY 11R. IN A SHORT TIME I WAS TOLD TO CONTACT TUS TWR. THEY CLRED ME FOR A R BASE TO RWY 11R. I WAS ON FINAL FOR RWY 11R, WHEN THE CTLR CONTACTED ME WITH THIS COMMAND, 'WARRIOR CLRED TO RWY 11L.' I IMMEDIATELY REPEATED THE COMMAND TO HIM. IT IS NOT UNUSUAL FOR THIS CHANGE OF RWY WHEN THE ARPT IS NOT BUSY AND THERE IS NOT ANOTHER PLANE COMING IN ON RWY 11L. IT IS CLOSER TO THE PARKING AREA. I IMMEDIATELY TURNED R AND CALLED THE TWR AGAIN AND SAID, 'DO YOU REALIZE THAT YOU CLRED ME TO LAND ON RWY 11L AND THERE IS A PLANE TAKING OFF ON RWY 11L?' HIS REPLY WAS 'I CALLED THE WRONG ACFT NUMBER. THE XMISSION WAS FOR A COMANCHE TO CROSS THE RWY.' I THEN LANDED ON RWY 11R WHICH I HAD FIRST BEEN CLRED TO LAND ON AS THERE WASN'T ANOTHER PLANE COMING IN. I CALLED THE TWR LATER AND TALKED TO THE CTLR. HE ADMITTED THAT HE HAD CALLED THE WRONG ACFT NUMBER BUT SAID HE HAD NOT HEARD MY ACKNOWLEDGEMENT OF HIS COMMAND. I ASKED ABOUT LISTENING TO THE TAPE BUT HE SAID THAT I WOULD HAVE TO CONTACT HIS SUPVR.
