Narrative:

WX: low ceilings and visibility, winds 170 degrees 25 KTS, freezing rain. Minus 5 degrees C. De-iced with type I and anti-iced with type ii and 100 percent at gate. Started engines not enough time to taxi to runway 18 within holdover time. Therefore, re-application of type ii (100 percent) with engines running. Txwys reported extremely icy. Sanding trucks preceded aircraft to runway 18 sanding taxiway 'H' all the way to runway 18. Aircraft held short of runup pad on 'H' to allow ground vehicles to maneuver clear. Now heading 360 degrees on taxiway 'H.' released brakes and turned onto taxiway 'H' (heading 270 degrees). The combination of 25 KTS of wind from the south and icy txwys caused the aircraft to WX-vane to the left (heading 230 degrees). Brake response and nose steering response was il. Aircraft came to a stop on edge of taxiway short of runway 18. Sanding trucks approached aircraft and communicated through ground control frequency. They confirmed that there was no damage to taxi lights, then sanded the area just forward of nose and main wheels. Maneuvered aircraft on main portion of taxiway short of runway 18, then onto runway 18 for takeoff. Takeoff and remainder of flight were uneventful.

RELEASED BRAKES AND TURNED ONTO TXWY 'H' (HDG 270 DEGS). THE COMBINATION OF 25 KTS OF WIND FROM THE S AND ICY TXWYS CAUSED THE ACFT TO WX-VANE TO THE L (HDG 230 DEGS). BRAKE RESPONSE AND NOSE STEERING RESPONSE WAS IL. ACFT CAME TO A STOP ON EDGE OF TXWY SHORT OF RWY 18. SANDING TRUCKS APCHED ACFT AND COMMUNICATED THROUGH GND CTL FREQ. THEY CONFIRMED THAT THERE WAS NO DAMAGE TO TAXI LIGHTS, THEN SANDED THE AREA JUST FORWARD OF NOSE AND MAIN WHEELS. MANEUVERED ACFT ON MAIN PORTION OF TXWY SHORT OF RWY 18, THEN ONTO RWY 18 FOR TKOF. TKOF AND REMAINDER OF FLT WERE UNEVENTFUL.
