Air carrier X sebound at FL230. Air carrier Y northbound at FL220. X landing approximately 70 mi away. Assigned X descent to 11000 ft. Aircraft passed at same altitude, 2 mi horizontally. I was concerned about descent rate and proximity of destination and overlooked conflicting traffic.
