Narrative:

Beginning descent from FL370 into stl, monitored both ATIS frequencys for current WX but neither frequency had the information. Carrier wave only. Received hour-old WX from center indicating basically clear, expect lda runway 12L. No NOTAMS were included. Approaching the field, a visual was achieved and clearance for a visual to runway 12L was received from tower. Using lda/DME iabw (110.1) as reference, we made landing on the left runway. Not until touchdown did either pilot realize we were on runway 13. Landing and taxi in were uneventful. Contributing factors: 1) last flight of the night, fatigue, could have been present. 2) at no time was the crew provided any information that would have led them to suspect runway 12R was closed and its lights off. Being told to expect the lda/DME runway 12L, not the ILS runway 12L, reinforced our impression runway 12R was up and being used. Printed fdc NOTAMS for nov/wed/94 were clean for missouri. Telecon with tower personnel after landing revealed they are unable to positively ascertain which runway aircraft are lined up on at night and were unaware ATIS was not functioning. Possible corrective action: redesignate runway 13/31 and runway 12L/30R to runway 12L/30R and runway 12C/30C respectively.

Title: RPTR LANDED ON THE WRONG RWY.

Narrative: BEGINNING DSCNT FROM FL370 INTO STL, MONITORED BOTH ATIS FREQS FOR CURRENT WX BUT NEITHER FREQ HAD THE INFO. CARRIER WAVE ONLY. RECEIVED HR-OLD WX FROM CTR INDICATING BASICALLY CLR, EXPECT LDA RWY 12L. NO NOTAMS WERE INCLUDED. APCHING THE FIELD, A VISUAL WAS ACHIEVED AND CLRNC FOR A VISUAL TO RWY 12L WAS RECEIVED FROM TWR. USING LDA/DME IABW (110.1) AS REF, WE MADE LNDG ON THE L RWY. NOT UNTIL TOUCHDOWN DID EITHER PLT REALIZE WE WERE ON RWY 13. LNDG AND TAXI IN WERE UNEVENTFUL. TELECON WITH TWR PERSONNEL AFTER LNDG REVEALED THEY ARE UNABLE TO POSITIVELY ASCERTAIN WHICH RWY ACFT ARE LINED UP ON AT NIGHT AND WERE UNAWARE ATIS WAS NOT FUNCTIONING.
