Narrative:

Company ramp personnel overloaded cargo compartment by 8 bags. Structural limit is 1213 pounds. Average bag weight is 23.5 pounds = 51 bag limit. Balance limit for the flight with 26 passenger was 44 bags. Bag count given to the crew was 44 bags. 52 bags were unloaded at the destination. I don't believe the error was intentional. I believe it was a problem of miscounting bags.
