Narrative:

Approximately 150 ft AGL on short final to FOD runway 12, right engine failed. Due to critical phase of flight and short time period before touchdown, engine was not feathered and secured, and ATC was not contacted to declare an emergency even though this is not company (general operations manual) procedure. This was not done due to the short period of time available before touchdown and the phase of flight (landing). We were not even talking to ATC on final, we were on unicom for ZMP instruction. We felt this was the safest decision not to perform these required procedures due to the situation when the engine failed.

Title: FLC OF AN LTT LANDED WITHOUT FEATHERING THE PROP OR DECLARING AN EMER AFTER 1 ENG FLAME-OUT ON SHORT FINAL.

Narrative: APPROX 150 FT AGL ON SHORT FINAL TO FOD RWY 12, R ENG FAILED. DUE TO CRITICAL PHASE OF FLT AND SHORT TIME PERIOD BEFORE TOUCHDOWN, ENG WAS NOT FEATHERED AND SECURED, AND ATC WAS NOT CONTACTED TO DECLARE AN EMER EVEN THOUGH THIS IS NOT COMPANY (GENERAL OPS MANUAL) PROC. THIS WAS NOT DONE DUE TO THE SHORT PERIOD OF TIME AVAILABLE BEFORE TOUCHDOWN AND THE PHASE OF FLT (LNDG). WE WERE NOT EVEN TALKING TO ATC ON FINAL, WE WERE ON UNICOM FOR ZMP INSTRUCTION. WE FELT THIS WAS THE SAFEST DECISION NOT TO PERFORM THESE REQUIRED PROCS DUE TO THE SIT WHEN THE ENG FAILED.
