Narrative:

On departing runway 24 abe in a 727, PNF could not raise the landing gear due to a locked gear lever. Verified with flight engineer and abe ground people (operations) that gear pins were removed. Completed locked gear lever checklist. Resulted in nose and right main gear up, left main gear down. Continued to dca as we wanted minimum fuel and maintenance is also in dca. Briefed ATC, also flight attendants. Briefed on landing with available gear and manual gear extension procedures. On approach to dca all gear came down to normal. Normal landing. Flight crew did not declare emergency or ask for priority.
