Narrative:

On climb out from dca to the northwest, automatic throttles engaged -- hand flown by copilot, felt bump after passing 10000 ft and beginning to accelerate. Captain spotted the right engine in overtemp status. Reduced to idle, temperature was high but within limits. Opted to leave engine running in idle, and return to dca. Considered iad, but were familiar with dca. Considered iad, but were familiar with dca, had charts out, and no iad NOTAMS at hand. Ran engine high egt checklist. Reviewed engine failure checklist for preparation of potential trouble. Had flight attendants prepare cabin. Returned to dca for non-eventful landing. Of note -- happened to have FAA safety inspector in cockpit giving chkride. Captain put him to work on second radio coordinating with company and solicited his suggestions, inputs. It was worthwhile having additional help. A 2-MAN cockpit in an emergency, especially one with a very short timeline (we were airborne 16 min), makes for a very busy situation.
