Narrative:

I set out on a 135 flight and the WX was clear in konia, halfway into the flight WX in some areas along the northeast coast, got a little lower than 1500 ft lowering me down to 800- 1000 ft just so I could get into hilo airport. This to me was safe but still breaking the sfar 71. What can be done to solve the problem I think is to come to a rational decision and safe margin from clouds. Please help in this area because these parts of the island have no WX reporting system. Therefore, as a pilot I do not know what's happening until I get there.
