I was doing a sightseeing flight for a woman who was potentially buying some farm land in the area. We were circling the area at approximately 600-700 ft AGL. She then wanted to fly over her condo complex. The condo complex was a higher field elevation than the farm land so, as we came closer to the condos, I started a full power climb to maintain at least 500 ft AGL. I estimated the field elevation to be no more than 200 ft. Upon adding full power I did see 2 people look up (adding full power T 500 ft AGL would be quite noisy). We circled the complex 7 or 8 times never flying directly overhead the building (similar to turns around a point). The area, in my opinion, was an uncongested area with corn fields and farm land surrounding the complex. Apparently, the neighbors knew this woman was flying over the complex that day and she was not well liked by her neighbors. The neighbors called the police and complained that someone (they assumed it was this woman) was 'buzzing' the complex and reported the tail number. As I stated before, we circled about 7-8 times at approximately 600-700 ft AGL. The tail number, at 600-700 ft AGL would have been easily readable, especially circling at a slow airspeed 7-8 times. Someone could have even used binoculars. The reason I'm filling out this report is because the police and airport management were notified and I want to protect myself even though I felt that at no time safety was safety compromised in any form and I did not violate any FARS. The above statement is complete and accurate to the best of my knowledge.

Title: RPTR WAS ACCUSED OF FLYING TOO LOW AROUND A CONDOMINIUM COMPLEX.
Narrative: I WAS DOING A SIGHTSEEING FLT FOR A WOMAN WHO WAS POTENTIALLY BUYING SOME FARM LAND IN THE AREA. WE WERE CIRCLING THE AREA AT APPROX 600-700 FT AGL. WE CIRCLED THE COMPLEX 7 OR 8 TIMES NEVER FLYING DIRECTLY OVERHEAD THE BUILDING (SIMILAR TO TURNS AROUND A POINT). THE REASON I'M FILLING OUT THIS RPT IS BECAUSE THE POLICE AND ARPT MGMNT WERE NOTIFIED AND I WANT TO PROTECT MYSELF EVEN THOUGH I FELT THAT AT NO TIME SAFETY WAS SAFETY COMPROMISED IN ANY FORM AND I DID NOT VIOLATE ANY FARS. THE ABOVE STATEMENT IS COMPLETE AND ACCURATE TO THE BEST OF MY KNOWLEDGE.
