Narrative:

Out of 10000 ft 23 mi southeast of sts after testing new turbo, called santa rosa (sts) tower for the ok to track localizer and GS to test autoplt. WX was severe clear. Sts said okay and asked for updates on position. I started down and called sts with reports every 3-5 mi. They informed me that 2 bizjets were inbound according to ZOA who handles all IFR traffic as there is no approach control. They were somewhere behind me but the tower and ZOA did not coordination carefully by either moving me off the localizer/GS or advising the bizjets to make some corrections to avoid the localizer which they did not need. The result was a bizjet almost eating my tail and having to break quickly to the west to avoid hitting me. This happened 5 mi from the airport -- long after oakland should have turned him over to the sts tower who I was in constant touch with. To quote the bizjet pilot -- 'that's the closest I've ever come to hitting somebody.' bad handling by controllers considering the elements that existed in an environment that has no approach control.

Title: SMA ON TEST FLT ALMOST HIT BY BIZJET COMING FROM BEHIND ON APCH.

Narrative: OUT OF 10000 FT 23 MI SE OF STS AFTER TESTING NEW TURBO, CALLED SANTA ROSA (STS) TWR FOR THE OK TO TRACK LOC AND GS TO TEST AUTOPLT. WX WAS SEVERE CLR. STS SAID OKAY AND ASKED FOR UPDATES ON POS. I STARTED DOWN AND CALLED STS WITH RPTS EVERY 3-5 MI. THEY INFORMED ME THAT 2 BIZJETS WERE INBOUND ACCORDING TO ZOA WHO HANDLES ALL IFR TFC AS THERE IS NO APCH CTL. THEY WERE SOMEWHERE BEHIND ME BUT THE TWR AND ZOA DID NOT COORD CAREFULLY BY EITHER MOVING ME OFF THE LOC/GS OR ADVISING THE BIZJETS TO MAKE SOME CORRECTIONS TO AVOID THE LOC WHICH THEY DID NOT NEED. THE RESULT WAS A BIZJET ALMOST EATING MY TAIL AND HAVING TO BREAK QUICKLY TO THE W TO AVOID HITTING ME. THIS HAPPENED 5 MI FROM THE ARPT -- LONG AFTER OAKLAND SHOULD HAVE TURNED HIM OVER TO THE STS TWR WHO I WAS IN CONSTANT TOUCH WITH. TO QUOTE THE BIZJET PLT -- 'THAT'S THE CLOSEST I'VE EVER COME TO HITTING SOMEBODY.' BAD HANDLING BY CTLRS CONSIDERING THE ELEMENTS THAT EXISTED IN AN ENVIRONMENT THAT HAS NO APCH CTL.
