Narrative:
A jump aircraft X called for clearance into class B and was climbing to 13500 ft VFR. Air carrier Y was climbing to 13000 ft. X was restr to stay south and west of N42 which would have kept him well clear of the departure. Targeted merged at 13000 ft. Traffic was issued and Y continued with a climb issued about 3 mi later.
