Narrative:

Flight was cleared for a left downwind for runway 9L. Tower told us to turn base and then followed by direct to the numbers. The tower being busy did not actually have time to clear us to land runway 9L, but I'm sure meant it since only 2 runways were open. Both crew members did not remember having been told 'cleared to land.'

Title: FLC OF AN LTT LANDED WITHOUT ACTUAL TWR CLRNC.

Narrative: FLT WAS CLRED FOR A L DOWNWIND FOR RWY 9L. TWR TOLD US TO TURN BASE AND THEN FOLLOWED BY DIRECT TO THE NUMBERS. THE TWR BEING BUSY DID NOT ACTUALLY HAVE TIME TO CLR US TO LAND RWY 9L, BUT I'M SURE MEANT IT SINCE ONLY 2 RWYS WERE OPEN. BOTH CREW MEMBERS DID NOT REMEMBER HAVING BEEN TOLD 'CLRED TO LAND.'
