Narrative:

Descending through 13000 ft on a visual approach into rno from the west (on depicted visual path as per commercial chart, we discovered a small aircraft, (looked like a cherokee) head on. We leveled off and the cherokee rolled T and dove down. Estimated separation 1000 ft horizontal and 800 ft vertical separation. Received no TA from approach and TCASII displayed target after we passed him. The cherokee had no transponder, or it was not on.

Title: FLC OF AN MLG STOPPED THEIR VISUAL DSCNT UPON SIGHTING ANOTHER ACFT HEAD-ON. THE OTHER ACFT TOOK EVASIVE ACTION BY TURNING AND DIVING.

Narrative: DSNDING THROUGH 13000 FT ON A VISUAL APCH INTO RNO FROM THE W (ON DEPICTED VISUAL PATH AS PER COMMERCIAL CHART, WE DISCOVERED A SMALL ACFT, (LOOKED LIKE A CHEROKEE) HEAD ON. WE LEVELED OFF AND THE CHEROKEE ROLLED T AND DOVE DOWN. ESTIMATED SEPARATION 1000 FT HORIZ AND 800 FT VERT SEPARATION. RECEIVED NO TA FROM APCH AND TCASII DISPLAYED TARGET AFTER WE PASSED HIM. THE CHEROKEE HAD NO XPONDER, OR IT WAS NOT ON.
