Narrative:

Glider flight training VFR in isabella MOA. 'Glider' checked in with position/altitude report to ATC (joshua approach), no transponder, monitoring frequency 133.65. Controller #1 acknowledges has conversation with glider. 'G' and C1 both understand VFR with no flight following. G works within 1/2 mi of reported operations. C1 changes work station, 'G' notices controller #2 voice. C 2 is busy working military and VFR civil flight following traffic. G does not re-establish position report with C2, due to perceived workload. G flies straight and level, south heading, G cockpit fills with jet engine noise by overtaking aircraft. Student in front seat finds traffic first, B-2 and F-16 chase are at level or slightly lower position, in 45-60 degree right bank turn within 1000 ft lateral. Glider banks left, moves east and reports near miss to joshua. C2 asks glider position/altitude, asks 'G' current B-2 position/altitude. C2 responds, thought glider at mojave airport and B-2 under control of sport radar (132.75?). G asks C2 if sport often works aircraft outside of R-2515, gets answer as affirmative. This situation could be repeated with any category civil registry aircraft. This situation could be repeated with any category civil registry aircraft. 2 agencies are sharing responsibility for overlapping airspace. These 2 aircraft got close because each ATC 'worked' overlapping flight paths. 1) B-2 on sport control in civil/military joint use airspace. G required to be on joshua frequency, if on any radio at all. 2) G in flight made which presents small visual cross section. 3) B-2 and F-16 took no ground observable action to take wider path -- flight test environment leaves small percent pilot attention for VFR. 4) G did not reaffirm position when C1 switched to C2. Perhaps C2 did not feel big responsibility to non-mode C glider and sports B-2. Cures: 1) no overlap of ATC responsibilities. 1 guy owns the space. 2) glider CFI attends/presents civil side of picture to military pilots on VFR operations. 3) ATC could make broad band (UHF, VHF, military discreet) advisories if gliders check-in as VFR traffic with no mode C.
