Narrative:

After having the same emergency 1 day prior in same aircraft. I departed orf for rdu. This was its first flight after maintenance replaced the overspd governor. While in cruise flight, right propeller RPM fell well below cruise limits (almost feather position). Immediately sought proper action and retarded power on that engine. Then, with propeller RPM still erratic, followed procedures for engine shutdown and declared an emergency, once again landed uneventfully and notified maintenance of situation.
