Narrative:
On normal approach to runway 1L mke in MD88 we broke out at 600- 700 ft AGL, saw aircraft on runway for takeoff. We were cleared to land 1 mi inside OM. We initiated a go around and contacted tower. We received no previous go around call from tower. Tower's response was 'yes, go around.' poor ATC tower monitoring of approach/takeoff sequences. Go around was uneventful.

Narrative: ON NORMAL APCH TO RWY 1L MKE IN MD88 WE BROKE OUT AT 600- 700 FT AGL, SAW ACFT ON RWY FOR TKOF. WE WERE CLRED TO LAND 1 MI INSIDE OM. WE INITIATED A GAR AND CONTACTED TWR. WE RECEIVED NO PREVIOUS GAR CALL FROM TWR. TWR'S RESPONSE WAS 'YES, GAR.' POOR ATC TWR MONITORING OF APCH/TKOF SEQUENCES. GAR WAS UNEVENTFUL.
