Narrative:

Flying sbound on NA300 between remil and pales (approximately 400 NM) we were unable to report our position to the controling agencies despite using and trying every available VHF plus HF frequency and including relay attempts between other aircraft. To improve communications and safety in this area some improvement in ground facilities is needed by 'porto velho center' if they want to know who is flying through their airspace. Callback conversation with reporter revealed the following information: reporter states that it seems like this area always has problems with communication. Aircraft broadcast in the blind to give position reports since 1 is never sure who might be there. 1 of the company pilots had an near midair collision with other aircraft 200 ft away. A flight can go for an hour with no contact whatsoever even though flight crew is constantly trying for contact on the many frequencys available. This is geographically a remote area and in addition to perhaps having poor equipment reporter feels the controllers might be asleep since it is about XA00 am when his flight goes through. 1 captain received a notice from the company that a letter had been received several months after a flight indicating they had not made position reports. This is simply not true, the flcs are always trying to make contact and give position reports often with no success.

ACFT BROADCAST IN THE BLIND TO GIVE POS RPTS SINCE 1 IS NEVER SURE WHO MIGHT BE THERE. 1 OF THE COMPANY PLTS HAD AN NMAC WITH OTHER ACFT 200 FT AWAY. A FLT CAN GO FOR AN HR WITH NO CONTACT WHATSOEVER EVEN THOUGH FLC IS CONSTANTLY TRYING FOR CONTACT ON THE MANY FREQS AVAILABLE.
