Narrative:

Small transport X cessna 402 traveling eastbound on a 090 degree heading needed to deviate a little bit south of course for WX. Due to inconsistent histories and jumping targets we were unable to detect that the aircraft had turned to an approximately 240 degree heading. This resulted in a conflict with Y, a be-99 also at 9000 ft. The C-402 was descended to 8000 and the be-99 climbed to 10000 ft. Ever since hurricane andrew blew through here, the radar hasn't been right. I think that if we would have had good WX radar we might have been able to expect the cessna to turn that far.

Narrative: SMT X CESSNA 402 TRAVELING EBOUND ON A 090 DEG HDG NEEDED TO DEVIATE A LITTLE BIT S OF COURSE FOR WX. I THINK THAT IF WE WOULD HAVE HAD GOOD WX RADAR WE MIGHT HAVE BEEN ABLE TO EXPECT THE CESSNA TO TURN THAT FAR.
