Narrative:

Aoh departure VFR requesting IFR to eri. Radar controller radar indented X and cleared him to eri to climb to FL230. Non radar traffic at 12000 ft over fdy stopped X at 11000 ft. I am on the line with ZOB pandora sector and trying to appreq the climb and seeing why they won't take handoff. Then I figured out that they are not getting a handoff because data block shows C instead of C10, the sector number. By the time we take back the handoff and force it to them X was in cleveland's airspace and in conflict with another aircraft Y over fdy 12000 ft down to 11000 ft. If radar controller would have had aircraft X maintain VFR this would not have happened. If the handoff would have flashed to the right sector they would have seen the handoff before it got in their airspace. When cleveland saw the conflict alert with an intruder at 11000 ft, they would have stopped or not descended their 12000 ft to 11000 ft.

Narrative: AOH DEP VFR REQUESTING IFR TO ERI. RADAR CTLR RADAR INDENTED X AND CLRED HIM TO ERI TO CLB TO FL230. NON RADAR TFC AT 12000 FT OVER FDY STOPPED X AT 11000 FT. I AM ON THE LINE WITH ZOB PANDORA SECTOR AND TRYING TO APPREQ THE CLB AND SEEING WHY THEY WON'T TAKE HDOF. THEN I FIGURED OUT THAT THEY ARE NOT GETTING A HDOF BECAUSE DATA BLOCK SHOWS C INSTEAD OF C10, THE SECTOR NUMBER. BY THE TIME WE TAKE BACK THE HDOF AND FORCE IT TO THEM X WAS IN CLEVELAND'S AIRSPACE AND IN CONFLICT WITH ANOTHER ACFT Y OVER FDY 12000 FT DOWN TO 11000 FT. IF RADAR CTLR WOULD HAVE HAD ACFT X MAINTAIN VFR THIS WOULD NOT HAVE HAPPENED. IF THE HDOF WOULD HAVE FLASHED TO THE R SECTOR THEY WOULD HAVE SEEN THE HDOF BEFORE IT GOT IN THEIR AIRSPACE. WHEN CLEVELAND SAW THE CONFLICT ALERT WITH AN INTRUDER AT 11000 FT, THEY WOULD HAVE STOPPED OR NOT DSNDED THEIR 12000 FT TO 11000 FT.
