Narrative:

While configuring for approach, going from flaps 1 to flaps 2, we received ECAM message warning F/control flaps locked (flap wingtip brakes applied). Cockpit operating manual and ECAM procedures were accomplished. I declared an emergency and landed on runway 16L. Landing was uneventful except for higher true airspeed and gndspd. (Slats were extended, flaps indicated zero degrees). In retrospect, higher gndspd was very close to maximum tire speed for aircraft. C.O.M. Procedures called for an IAS of 148 KTS. ATC said our actual gndspd was 200 KTS over the threshold. Callback conversation with reporter revealed the following information: reporter stated that the aircraft was an A320 airbus. The flap problem was corrected by adjustment to the computer sensors and re-exercising the flaps. The aircraft was then redispatched with the same crew and no further trouble was noted.

Title: FLC OF A320 AIRBUS MADE A NO FLAP LNDG WITH SLATS ONLY AFTER A ECAM MESSAGE WARNING OF WING FLAPS LOCKED.

Narrative: WHILE CONFIGURING FOR APCH, GOING FROM FLAPS 1 TO FLAPS 2, WE RECEIVED ECAM MESSAGE WARNING F/CTL FLAPS LOCKED (FLAP WINGTIP BRAKES APPLIED). COCKPIT OPERATING MANUAL AND ECAM PROCS WERE ACCOMPLISHED. I DECLARED AN EMER AND LANDED ON RWY 16L. LNDG WAS UNEVENTFUL EXCEPT FOR HIGHER TRUE AIRSPD AND GNDSPD. (SLATS WERE EXTENDED, FLAPS INDICATED ZERO DEGS). IN RETROSPECT, HIGHER GNDSPD WAS VERY CLOSE TO MAX TIRE SPD FOR ACFT. C.O.M. PROCS CALLED FOR AN IAS OF 148 KTS. ATC SAID OUR ACTUAL GNDSPD WAS 200 KTS OVER THE THRESHOLD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE ACFT WAS AN A320 AIRBUS. THE FLAP PROB WAS CORRECTED BY ADJUSTMENT TO THE COMPUTER SENSORS AND RE-EXERCISING THE FLAPS. THE ACFT WAS THEN REDISPATCHED WITH THE SAME CREW AND NO FURTHER TROUBLE WAS NOTED.
