Narrative:

Date: sunday, sep/xx/94 time XA30. WX: near cavu conditions. Localizer: ZZZ. Local traffic: busy due to numerous student pilots and transient aircraft. I departed xyz at XX33 with a patient on board en route to hospital located in downtown abc. The flight path requires me to transit ZZZ airspace. On my first leg I called tower and received clearance through ZZZ airspace. Numerous VFR student pilots were in the pattern and the controller was very busy. After I departed ZZZ airspace to the north I landed at hospital at XA53 and dropped off my medical crew and patient. At XA56 I departed and went back to ZZZ for fuel without incident. At XB01 I departed ZZZ to pick up my crew at helipad. I departed the helipad at XX22 en route to xyz. While approaching ZZZ I tried to contact the controller but he was very busy. Instead of staying outside the 5 mi radius and circling over downtown abc. I continued south thinking I could make my radio transmission in a timely manner. Due to the high volume of traffic, however, the controller was busy giving directions and clrncs, etc. Instead of turning back to the north I decided to climb above the traffic pattern. The tower contacted me to determine my intentions. I reported my altitude and direction of flight and was cleared to continue. After that flight I flew 2 more EMS flts on sep/xx/94 requiring me to fly through ZZZ airspace and both were routine without incident. I phoned ZZZ tower as soon as possible (approximately XD30) to discuss the situation with the tower controllers. They were concerned and we discussed how and why the situation occurred. Both parties understood the gravity of the situation and felt that no further occurrence of this nature would happen again. The tower personnel demonstrated a professional and understanding attitude throughout the evaluation.

Title: THE RPTR, AN EMS HELI PLT, ON ONE OF HIS MISSIONS, PENETRATED A CLASS D AIRSPACE WITHOUT ESTABLISHING CONTACT WITH THE TWR.

Narrative: DATE: SUNDAY, SEP/XX/94 TIME XA30. WX: NEAR CAVU CONDITIONS. LOC: ZZZ. LCL TFC: BUSY DUE TO NUMEROUS STUDENT PLTS AND TRANSIENT ACFT. I DEPARTED XYZ AT XX33 WITH A PATIENT ON BOARD ENRTE TO HOSPITAL LOCATED IN DOWNTOWN ABC. THE FLT PATH REQUIRES ME TO TRANSIT ZZZ AIRSPACE. ON MY FIRST LEG I CALLED TWR AND RECEIVED CLRNC THROUGH ZZZ AIRSPACE. NUMEROUS VFR STUDENT PLTS WERE IN THE PATTERN AND THE CTLR WAS VERY BUSY. AFTER I DEPARTED ZZZ AIRSPACE TO THE N I LANDED AT HOSPITAL AT XA53 AND DROPPED OFF MY MEDICAL CREW AND PATIENT. AT XA56 I DEPARTED AND WENT BACK TO ZZZ FOR FUEL WITHOUT INCIDENT. AT XB01 I DEPARTED ZZZ TO PICK UP MY CREW AT HELIPAD. I DEPARTED THE HELIPAD AT XX22 ENRTE TO XYZ. WHILE APCHING ZZZ I TRIED TO CONTACT THE CTLR BUT HE WAS VERY BUSY. INSTEAD OF STAYING OUTSIDE THE 5 MI RADIUS AND CIRCLING OVER DOWNTOWN ABC. I CONTINUED S THINKING I COULD MAKE MY RADIO XMISSION IN A TIMELY MANNER. DUE TO THE HIGH VOLUME OF TFC, HOWEVER, THE CTLR WAS BUSY GIVING DIRECTIONS AND CLRNCS, ETC. INSTEAD OF TURNING BACK TO THE N I DECIDED TO CLB ABOVE THE TFC PATTERN. THE TWR CONTACTED ME TO DETERMINE MY INTENTIONS. I RPTED MY ALT AND DIRECTION OF FLT AND WAS CLRED TO CONTINUE. AFTER THAT FLT I FLEW 2 MORE EMS FLTS ON SEP/XX/94 REQUIRING ME TO FLY THROUGH ZZZ AIRSPACE AND BOTH WERE ROUTINE WITHOUT INCIDENT. I PHONED ZZZ TWR AS SOON AS POSSIBLE (APPROX XD30) TO DISCUSS THE SIT WITH THE TWR CTLRS. THEY WERE CONCERNED AND WE DISCUSSED HOW AND WHY THE SIT OCCURRED. BOTH PARTIES UNDERSTOOD THE GRAVITY OF THE SIT AND FELT THAT NO FURTHER OCCURRENCE OF THIS NATURE WOULD HAPPEN AGAIN. THE TWR PERSONNEL DEMONSTRATED A PROFESSIONAL AND UNDERSTANDING ATTITUDE THROUGHOUT THE EVALUATION.
