Narrative:

ZME called and said military X (2-f16) was direct fsm and wanted down. When we talked to him we descended him and gave him a right turn for sequence, he said he couldn't take it for WX and I ask if he could take a left turn he said negative. When he was 8 northwest of the airport he took his turn then when he was 5 northwest he advised the airport in sight and we told him about traffic on a downwind that he was following and he told us to break him out because he was minimum fuel and I asked if he was emergency fuel, he said negative but would be if he didn't turn final so I told him to advise emergency fuel. The next thing he says is I'm turning final. I said negative the vector was for sequencing he then said emergency fuel and I shipped him to tower. Tower had to have the king air (who was base to final) turn north and it got real close. At no time before 5 northwest did he mention anything about fuel status. The pilot clearly lied about the WX and had no intentions of following ATC instructions.

Title: MIL X NON ADHERENCE TO ATC INSTRUCTIONS DECLARED FUEL EMER.

Narrative: ZME CALLED AND SAID MIL X (2-F16) WAS DIRECT FSM AND WANTED DOWN. WHEN WE TALKED TO HIM WE DSNDED HIM AND GAVE HIM A R TURN FOR SEQUENCE, HE SAID HE COULDN'T TAKE IT FOR WX AND I ASK IF HE COULD TAKE A L TURN HE SAID NEGATIVE. WHEN HE WAS 8 NW OF THE ARPT HE TOOK HIS TURN THEN WHEN HE WAS 5 NW HE ADVISED THE ARPT IN SIGHT AND WE TOLD HIM ABOUT TFC ON A DOWNWIND THAT HE WAS FOLLOWING AND HE TOLD US TO BREAK HIM OUT BECAUSE HE WAS MINIMUM FUEL AND I ASKED IF HE WAS EMER FUEL, HE SAID NEGATIVE BUT WOULD BE IF HE DIDN'T TURN FINAL SO I TOLD HIM TO ADVISE EMER FUEL. THE NEXT THING HE SAYS IS I'M TURNING FINAL. I SAID NEGATIVE THE VECTOR WAS FOR SEQUENCING HE THEN SAID EMER FUEL AND I SHIPPED HIM TO TWR. TWR HAD TO HAVE THE KING AIR (WHO WAS BASE TO FINAL) TURN N AND IT GOT REAL CLOSE. AT NO TIME BEFORE 5 NW DID HE MENTION ANYTHING ABOUT FUEL STATUS. THE PLT CLRLY LIED ABOUT THE WX AND HAD NO INTENTIONS OF FOLLOWING ATC INSTRUCTIONS.
