Narrative:

Small aircraft X a BE36 was inbound VFR to land at spg. The aircraft was receiving advisories from tpa approach. Approximately 5-6 mi of airport tpa told X 'frequency change approved.' X continued inbound and tried to call the tower on 120.4 (this is the frequency. List on the VFR sectional). This frequency was changed to 124.4 in april 1994 and changed again to 127.4 on jul/xx/94. D NOTAMS were issued both times and the NOTAM is now carried in the class ii NOTAM book. The pilot was unaware of the change. At the time we were running departures from runway 06 and pattern traffic in right closed traffic runway 36. This is a common occurrence with pilots not receiving class ii NOTAMS. With a NOTAM as important as a tower frequency change, it should be carried as a D NOTAM until all charts and plates have been updated.

Narrative: SMA X A BE36 WAS INBOUND VFR TO LAND AT SPG. THE ACFT WAS RECEIVING ADVISORIES FROM TPA APCH. APPROX 5-6 MI OF ARPT TPA TOLD X 'FREQ CHANGE APPROVED.' X CONTINUED INBOUND AND TRIED TO CALL THE TWR ON 120.4 (THIS IS THE FREQ. LIST ON THE VFR SECTIONAL). THIS FREQ WAS CHANGED TO 124.4 IN APRIL 1994 AND CHANGED AGAIN TO 127.4 ON JUL/XX/94. D NOTAMS WERE ISSUED BOTH TIMES AND THE NOTAM IS NOW CARRIED IN THE CLASS II NOTAM BOOK. THE PLT WAS UNAWARE OF THE CHANGE. AT THE TIME WE WERE RUNNING DEPS FROM RWY 06 AND PATTERN TFC IN RIGHT CLOSED TFC RWY 36. THIS IS A COMMON OCCURRENCE WITH PLTS NOT RECEIVING CLASS II NOTAMS. WITH A NOTAM AS IMPORTANT AS A TWR FREQ CHANGE, IT SHOULD BE CARRIED AS A D NOTAM UNTIL ALL CHARTS AND PLATES HAVE BEEN UPDATED.
