Narrative:
Military aircraft apparently exited W470 without clearance at FL330. He thought he was VFR. Controller observed intruder issued traffic. At XA43Z on aug/xx/94 I was working perry high sector at jax ARTCC and observed intruder traffic east of a military warning area and issued traffic to a sebound air carrier Y at FL330. The traffic passed below the air carrier Y at FL310. Jax advised he saw aircraft, military fighter fgt X. Apparently the military fighter exited warning area without clearance in positive control area. The jax ARTCC is filing a pilot deviation.
