Narrative:

The quad city airport is open from 5 am to 11 pm daily. Between 11 pm and 5 am, ZAU works the airspace. When the controllers close the tower at 11 pm, the airport lights are off for runway 5/23 and runway 13/31. Only runway 9/27 is lighted. Runway 13/31 is also closed for construction. If the system malfunctions, all lights come on on high intensity. Runway 13/31 was supposed to have been disconnected from the system. Sometime after the controllers left at 11 pm on aug/xx/94, a malfunction occurred and all lights came up on high -- including the runway lights for runway 13/31. These lights were on until the controllers came in at 5 am and turned them off. Luckily, no aircraft came in and landed on that runway. The runway lights for runway 13/31 should be disconnected. The runway has been closed for over a yr. Callback conversation with reporter revealed the following information: reporter stated that the runway opened about one month ago so that the issue of the runway lighting is a non event for the future. Maintenance supervisor failed to advise ATC when they reconnected the power lines to the 'closed' runway. Intrafac coordination fell down.

Narrative: THE QUAD CITY ARPT IS OPEN FROM 5 AM TO 11 PM DAILY. BTWN 11 PM AND 5 AM, ZAU WORKS THE AIRSPACE. WHEN THE CTLRS CLOSE THE TWR AT 11 PM, THE ARPT LIGHTS ARE OFF FOR RWY 5/23 AND RWY 13/31. ONLY RWY 9/27 IS LIGHTED. RWY 13/31 IS ALSO CLOSED FOR CONSTRUCTION. IF THE SYS MALFUNCTIONS, ALL LIGHTS COME ON ON HIGH INTENSITY. RWY 13/31 WAS SUPPOSED TO HAVE BEEN DISCONNECTED FROM THE SYS. SOMETIME AFTER THE CTLRS LEFT AT 11 PM ON AUG/XX/94, A MALFUNCTION OCCURRED AND ALL LIGHTS CAME UP ON HIGH -- INCLUDING THE RWY LIGHTS FOR RWY 13/31. THESE LIGHTS WERE ON UNTIL THE CTLRS CAME IN AT 5 AM AND TURNED THEM OFF. LUCKILY, NO ACFT CAME IN AND LANDED ON THAT RWY. THE RWY LIGHTS FOR RWY 13/31 SHOULD BE DISCONNECTED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE RWY OPENED ABOUT ONE MONTH AGO SO THAT THE ISSUE OF THE RWY LIGHTING IS A NON EVENT FOR THE FUTURE.
