Narrative:

For whatever reason, frequencys are not monitored between XA00- XB00 local at position in ZNY. This practice is in direct violation of FAA handbook 7110.65 paragraph 2-71, as well as being a safety hazard to the flying public. Callback conversation with reporter revealed the following information: reporter stated frequencys are not monitored in 3 center areas on the mid shift -- areas B and C and sometimes area a. Reporter said all sectors are combined on 1 frequency and the other sector frequencys are not put in speaker, but turned off.
