Narrative:

Our flight was from miami international. To kingston jamaica. The WX was rainy with heavy showers in the area. Visibility was 5000 ft run and lower at times. We were cleared onto runway 09L for takeoff. We advanced power for takeoff, checked all engine and flight instruments and began our takeoff roll. The aircraft had just started to roll, when we saw a 727 on our runway. The 727 was crossing the runway from left to right approximately 1000 ft down the runway (taxiway L1). We aborted the takeoff roll with very little forward speed and stopped the aircraft. The captain then informed tower of the conflict and asked, what was the 727 doing there? Tower responded by saying the 727 had a 'conditional clearance' to cross and should have been clear. Tower then apologized and then cleared us to continue our takeoff, which we did.

Title: SYS ERROR OCCURS AS CLRNC TKOF ISSUED FOR TKOF ON OCCUPIED RWY.

Narrative: OUR FLT WAS FROM MIAMI INTL. TO KINGSTON JAMAICA. THE WX WAS RAINY WITH HVY SHOWERS IN THE AREA. VISIBILITY WAS 5000 FT RUN AND LOWER AT TIMES. WE WERE CLRED ONTO RWY 09L FOR TKOF. WE ADVANCED PWR FOR TKOF, CHKED ALL ENG AND FLT INSTS AND BEGAN OUR TKOF ROLL. THE ACFT HAD JUST STARTED TO ROLL, WHEN WE SAW A 727 ON OUR RWY. THE 727 WAS XING THE RWY FROM L TO R APPROX 1000 FT DOWN THE RWY (TXWY L1). WE ABORTED THE TKOF ROLL WITH VERY LITTLE FORWARD SPD AND STOPPED THE ACFT. THE CAPT THEN INFORMED TWR OF THE CONFLICT AND ASKED, WHAT WAS THE 727 DOING THERE? TWR RESPONDED BY SAYING THE 727 HAD A 'CONDITIONAL CLRNC' TO CROSS AND SHOULD HAVE BEEN CLR. TWR THEN APOLOGIZED AND THEN CLRED US TO CONTINUE OUR TKOF, WHICH WE DID.
