Narrative:

Upon landing at mdw on runway 22, a fire truck wandered onto the runway at midfield as the aircraft was touching down (the nose gear coming down). A touch and go was initiated by the crew, and passed over the fire truck at midfield at less than 50 ft vertical separation. I feel that the major contributing factor for this event, was the tower controller workload. At the time of the incident the tower controller was performing all functions of tower, ground, clearance. I feel that a prompt response by the flight probably prevented a major aircraft accident. Callback conversation with reporter revealed the following information: the fire truck was on an orientation tour of the airport. Apparently the truck was supposed to turn left at a taxiway, but instead continued straight ahead onto the runway. The reporting first officer says that the FAA is investigating this, but has not contacted him.

Title: AN ACR MLG MADE A TOUCH AND GO OVER A TRUCK ON THE RWY.

Narrative: UPON LNDG AT MDW ON RWY 22, A FIRE TRUCK WANDERED ONTO THE RWY AT MIDFIELD AS THE ACFT WAS TOUCHING DOWN (THE NOSE GEAR COMING DOWN). A TOUCH AND GO WAS INITIATED BY THE CREW, AND PASSED OVER THE FIRE TRUCK AT MIDFIELD AT LESS THAN 50 FT VERT SEPARATION. I FEEL THAT THE MAJOR CONTRIBUTING FACTOR FOR THIS EVENT, WAS THE TWR CTLR WORKLOAD. AT THE TIME OF THE INCIDENT THE TWR CTLR WAS PERFORMING ALL FUNCTIONS OF TWR, GND, CLRNC. I FEEL THAT A PROMPT RESPONSE BY THE FLT PROBABLY PREVENTED A MAJOR ACFT ACCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE FIRE TRUCK WAS ON AN ORIENTATION TOUR OF THE ARPT. APPARENTLY THE TRUCK WAS SUPPOSED TO TURN L AT A TXWY, BUT INSTEAD CONTINUED STRAIGHT AHEAD ONTO THE RWY. THE RPTING FO SAYS THAT THE FAA IS INVESTIGATING THIS, BUT HAS NOT CONTACTED HIM.
