Narrative:

During en route descent ZJX called and instructed aircraft to climb immediately to FL190 (previously cleared to cross booze inter at 11000 ft. Aircraft had just departed FL240 and was descending at 3000 FPM). An immediate call also instructed aircraft to turn left to heading 180 degrees. TCASII issued a caution warning and showed intruder at minus 500 and 12 O'clock at 5 mi--no RA issued. I believe the controller made a bad call during a very busy time due to many aircraft arriving at clt, nc. He saw his mistake and made an appropriate correction.

Title: PLT RPTS NMAC.

Narrative: DURING ENRTE DSCNT ZJX CALLED AND INSTRUCTED ACFT TO CLB IMMEDIATELY TO FL190 (PREVIOUSLY CLRED TO CROSS BOOZE INTER AT 11000 FT. ACFT HAD JUST DEPARTED FL240 AND WAS DSNDING AT 3000 FPM). AN IMMEDIATE CALL ALSO INSTRUCTED ACFT TO TURN L TO HDG 180 DEGS. TCASII ISSUED A CAUTION WARNING AND SHOWED INTRUDER AT MINUS 500 AND 12 O'CLOCK AT 5 MI--NO RA ISSUED. I BELIEVE THE CTLR MADE A BAD CALL DURING A VERY BUSY TIME DUE TO MANY ACFT ARRIVING AT CLT, NC. HE SAW HIS MISTAKE AND MADE AN APPROPRIATE CORRECTION.
