Narrative:

The pilot called in and voiced his concern and stated he had a near miss. Traffic was issued 3 times to small transport X. Pilot eventually observed aircraft Y and made an emergency maneuver to avoid same. Subject VFR aircraft at approximately the same time observed traffic and made an abrupt turn in other direction. The problem is 7a1 (donaldson center) VFR traffic pattern underlies 2 ILS system -- the ILS runway 3 at gsp and the ILS 36 at gmu. 7a1 is also just outside of class D (gmu) and class C (gsp) airspace and VFR aircraft routinely operate without talking to ATC. This is not an isolated incident. Solution: there should be some provision to amend class C airspace to provide a safer environment.

THE PROB IS 7A1 (DONALDSON CTR) VFR TFC PATTERN UNDERLIES 2 ILS SYS -- THE ILS RWY 3 AT GSP AND THE ILS 36 AT GMU. 7A1 IS ALSO JUST OUTSIDE OF CLASS D (GMU) AND CLASS C (GSP) AIRSPACE AND VFR ACFT ROUTINELY OPERATE WITHOUT TALKING TO ATC. THIS IS NOT AN ISOLATED INCIDENT. SOLUTION: THERE SHOULD BE SOME PROVISION TO AMEND CLASS C AIRSPACE TO PROVIDE A SAFER ENVIRONMENT.
