Narrative:

During on-the-job-training, a potential operational error situation developed. In an effort to issue clrncs, I keyed up over the developmental. At the same time, the developmental was issuing clrncs opposite to mine. This caused confusion, not only to us, but to the pilot, ultimately delaying pilot actions. This is unsafe. On-the- job-training instructors should be able to override a developmental (without unplugging the developmental). Callback conversation with reporter revealed the following information: reporter stated facility management is not pursuing having instructor jacks installed in the facility.

Title: ATC EQUIP PROB COM INSTRUCTOR CTLR UNABLE TO OVERRIDE TRAINEE.

Narrative: DURING ON-THE-JOB-TRAINING, A POTENTIAL OPERATIONAL ERROR SIT DEVELOPED. IN AN EFFORT TO ISSUE CLRNCS, I KEYED UP OVER THE DEVELOPMENTAL. AT THE SAME TIME, THE DEVELOPMENTAL WAS ISSUING CLRNCS OPPOSITE TO MINE. THIS CAUSED CONFUSION, NOT ONLY TO US, BUT TO THE PLT, ULTIMATELY DELAYING PLT ACTIONS. THIS IS UNSAFE. ON-THE- JOB-TRAINING INSTRUCTORS SHOULD BE ABLE TO OVERRIDE A DEVELOPMENTAL (WITHOUT UNPLUGGING THE DEVELOPMENTAL). CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED FACILITY MGMNT IS NOT PURSUING HAVING INSTRUCTOR JACKS INSTALLED IN THE FACILITY.
