Narrative:

Altitude deviation. We were level FL260 PTA140/15 DME nwbound approximately XA05 am jul/xx/94. Overheard air carrier flight give position report over pta FL280. He was then proceeding W9 PTA140 radial to sdq. We had visual contact approximately 12 mi. WX clear. Visibility unlimited. Received RA 2500 FPM rate of descent. Aircraft descended through our altitude approximately 4 mi at 3 O'clock. We had visual at all times and did not follow TCASII. Our clearance limit was FL260. I suspect sdq center gave descent prematurely. We made all position reports as per company and ICAO procedures. TCASII report submitted.
