Narrative:

Air carrier, md-88, at 5000 ft. Observed VFR traffic squawking 1200 indicating 4200 ft. Issued traffic to air carrier and turned air carrier to join localizer. As VFR traffic climbed to 4400 ft, air carrier advised he was responding to an RA, and I observed him climbing to 5200 ft. As paths diverged, the VFR was indicating 4400 ft. With assigned altitude of 5000 ft, a 500 ft minimum vertical separation was insured. Suggest traffic either turn off TCASII or use advisory mode only in terminal environment. This TCASII resolution was unnecessary.

Title: CTLR RPT REF TCASII RESPONSE WHICH HE FEELS WAS UNNECESSARY.

Narrative: ACR, MD-88, AT 5000 FT. OBSERVED VFR TFC SQUAWKING 1200 INDICATING 4200 FT. ISSUED TFC TO ACR AND TURNED ACR TO JOIN LOC.
