Narrative:

Final approach into sgr. We were in tops of the clouds at 2000 ft MSL. Near miss with a piper cherokee single engine who was not in radar contact with anyone and who was not on a transponder code. Hou approach did not have any radar contact with the other airplane and could not give us warning of traffic. Aircraft was operating below the floor of the class B airspace in obvious violation of FARS.

Narrative: FINAL APCH INTO SGR. WE WERE IN TOPS OF THE CLOUDS AT 2000 FT MSL. NEAR MISS WITH A PIPER CHEROKEE SINGLE ENG WHO WAS NOT IN RADAR CONTACT WITH ANYONE AND WHO WAS NOT ON A XPONDER CODE. HOU APCH DID NOT HAVE ANY RADAR CONTACT WITH THE OTHER AIRPLANE AND COULD NOT GIVE US WARNING OF TFC. ACFT WAS OPERATING BELOW THE FLOOR OF THE CLASS B AIRSPACE IN OBVIOUS VIOLATION OF FARS.
