Narrative:

At FL4300 mach was 77. I requested 390 degrees for better ground speed at FL422 we encountered light to moderate chop. The right engine flamed out. I called for the engine failure in flight checklist and instructed the copilot to ask for 240 degrees. Within parameters for relight. Lower was given by ZDV asked if we relit engine. Not being within the relight envelope. We stated we need a couple of more mins. At FL240 we changed controllers to ZLC. We accomplished a windmill relight and requested FL350. We were given 310 degrees. The rest off light was uneventful. At FL390 the controller stated we are required to tell him of the engine failure. We replied that we were completing our engine failure checklist and then we would get to him.

THE REST OFF LIGHT WAS UNEVENTFUL. AT FL390 THE CTLR STATED WE ARE REQUIRED TO TELL HIM OF THE ENG FAILURE. WE REPLIED THAT WE WERE COMPLETING OUR ENG FAILURE CHKLIST AND THEN WE WOULD GET TO HIM.
