Narrative:

We contacted monroe tower about 2 mi out and we were cleared for the option. The landing was done very well with normal touchdown and normal airspds for aircraft type. All this time I, the student, was flying the aircraft. As the nosewheel came down, I started to clear up the aircraft for the touch and go. I called carburetor heat off, then pushed carburetor heat full off. Next I called flaps up, but instead of cycling the flap lever, I grabbed the gear lever. The instructor saw this and yelled 'no' at the same time trying to catch my hand, but I was too quick and I got the lever about halfway up. Immediately the nose wheel came up, and we had a propeller strike on the runway. At this time, power had not been added. Aircraft was secured and evacuate/evacuationed immediately, and both pilots waited for proper personnel to arrive.
