Narrative:

About 30 mi south of fay I climbed fgt a to FL350 from FL310 as requested on his flight plan. When fgt a (a flight of 2 AV8's) reached FL340 he requested to maintain that altitude. I advised the aircraft that I would be unable due to traffic and told him I would need him level in about 10 mi. I asked if he could do this. Fgt a advised that he did not think he could climb that fast. I offered to descend the aircraft back to FL310. I then turned fgt a to a 360 degree heading for climb. He started climbing to FL350. I never observed the aircraft making a turn. Fgt a leveled in about 5 mi and I switched him to sector 36, who I had previously handed him off to. Prior to switching fgt a to sector 36 I did call his traffic at 11 O'clock and 15 mi at FL330. Supplemental information from acn 276949: as flight approached airliner at fl 330, fgt a pilot requested lower. Traffic called to fgt a pilot indicated traffic in sight and descended without clearance through airliners altitude (air carrier B). Loss of separation occurred at XX04 ATC jul/xx/94. Pilots cavalier attitude lack of knowledge of assignable altitudes in positive control area, lack of knowledge of aircraft's performance. At no time did the pilot indicate that he had a malfunction. Only that he had gotten slow.

Title: PLTDEV OPERROR BTWN FGT AND AN ACR.

Narrative: ABOUT 30 MI S OF FAY I CLBED FGT A TO FL350 FROM FL310 AS REQUESTED ON HIS FLT PLAN. WHEN FGT A (A FLT OF 2 AV8'S) REACHED FL340 HE REQUESTED TO MAINTAIN THAT ALT. I ADVISED THE ACFT THAT I WOULD BE UNABLE DUE TO TFC AND TOLD HIM I WOULD NEED HIM LEVEL IN ABOUT 10 MI. I ASKED IF HE COULD DO THIS. FGT A ADVISED THAT HE DID NOT THINK HE COULD CLB THAT FAST. I OFFERED TO DSND THE ACFT BACK TO FL310. I THEN TURNED FGT A TO A 360 DEG HDG FOR CLB. HE STARTED CLBING TO FL350. I NEVER OBSERVED THE ACFT MAKING A TURN. FGT A LEVELED IN ABOUT 5 MI AND I SWITCHED HIM TO SECTOR 36, WHO I HAD PREVIOUSLY HANDED HIM OFF TO. PRIOR TO SWITCHING FGT A TO SECTOR 36 I DID CALL HIS TFC AT 11 O'CLOCK AND 15 MI AT FL330. SUPPLEMENTAL INFO FROM ACN 276949: AS FLT APCHED AIRLINER AT FL 330, FGT A PLT REQUESTED LOWER. TFC CALLED TO FGT A PLT INDICATED TFC IN SIGHT AND DSNDED WITHOUT CLRNC THROUGH AIRLINERS ALT (ACR B). LOSS OF SEPARATION OCCURRED AT XX04 ATC JUL/XX/94. PLTS CAVALIER ATTITUDE LACK OF KNOWLEDGE OF ASSIGNABLE ALTS IN PCA, LACK OF KNOWLEDGE OF ACFT'S PERFORMANCE. AT NO TIME DID THE PLT INDICATE THAT HE HAD A MALFUNCTION. ONLY THAT HE HAD GOTTEN SLOW.
