Narrative:

I departed sba after having dinner to return to my home airport, vny. I had 1 passenger, sitting in the copilot seat (non pilot). I had received class C clearance and VFR flight following from sba approach. I took off runway 15L and received clearance to turn eastbound (approximately 080 degree heading) and follow the coast to climb to my requested VFR altitude of 5500 ft MSL. Approximately 5 mi away, during my climb (approximately 3000 ft MSL) sba approach called traffic at my 9 O'clock, 5 mi away, descending out of 6500 ft (approximately). I could not see the traffic which I reported to approach. As I continued my climb to my cruising altitude, approach continued to report this traffic at position ranging from 8-10 O'clock, at closer distances, and descending. I had my strobes, navigation lights and landing light on. Finally, at less than a mi report from sba approach I spotted a beacon. The aircraft was at 8 O'clock. The aircraft appeared to turn directly toward me and descend toward me. I was about to take evasive action when the aircraft performed a 'split south' maneuver with a 90 degree turn and dive away from my aircraft. I reported this to sba approach who informed me they were not talking to the aircraft. 30 seconds later the aircraft reported on to sba approach. I requested the sba tower phone number and the aircraft tail number. My passenger became very fearful and extremely ill, including chest pains, as a result of this action.

Title: NMAC WITH CONVERGING XING DSNDING TFC.

I TOOK OFF RWY 15L AND RECEIVED CLRNC TO TURN EBOUND (APPROX 080 DEG HDG) AND FOLLOW THE COAST TO CLB TO MY REQUESTED VFR ALT OF 5500 FT MSL. APPROX 5 MI AWAY, DURING MY CLB (APPROX 3000 FT MSL) SBA APCH CALLED TFC AT MY 9 O'CLOCK, 5 MI AWAY, DSNDING OUT OF 6500 FT (APPROX). I COULD NOT SEE THE TFC WHICH I RPTED TO APCH. AS I CONTINUED MY CLB TO MY CRUISING ALT, APCH CONTINUED TO RPT THIS TFC AT POS RANGING FROM 8-10 O'CLOCK, AT CLOSER DISTANCES, AND DSNDING. I HAD MY STROBES, NAV LIGHTS AND LNDG LIGHT ON. FINALLY, AT LESS THAN A MI RPT FROM SBA APCH I SPOTTED A BEACON. THE ACFT WAS AT 8 O'CLOCK. THE ACFT APPEARED TO TURN DIRECTLY TOWARD ME AND DSND TOWARD ME. I WAS ABOUT TO TAKE EVASIVE ACTION WHEN THE ACFT PERFORMED A 'SPLIT S' MANEUVER WITH A 90 DEG TURN AND DIVE AWAY FROM MY ACFT. I RPTED THIS TO SBA APCH WHO INFORMED ME THEY WERE NOT TALKING TO THE ACFT. 30 SECONDS LATER THE ACFT RPTED ON TO SBA APCH. I REQUESTED THE SBA TWR PHONE NUMBER AND THE ACFT TAIL NUMBER. MY PAX BECAME VERY FEARFUL AND EXTREMELY ILL, INCLUDING CHEST PAINS, AS A RESULT OF THIS ACTION.
