Narrative:

We were being vectored by msp approach control for an ILS approach to runway 11R. At 3000 ft MSL, we were assigned a heading of 090 degrees, but were not told to intercept the localizer or the ILS for runway 11R. As we flew through the course, I asked approach if they wanted us to intercept. They said yes and gave us a turn back to 220 degrees. At the same time we received an RA on our TCASII and were instructed to descend immediately. We did so to avoid a conflict with traffic on the parallel runway 11L. We descended to approximately 2600 ft and were then clear of the conflict. We were then instructed to climb back to 3000 ft and to continue on a heading of 220 degrees. We were then vectored back around for a second time for an ILS approach to runway 11R. On the ground in msp we called approach control. They pulled the tapes and confirmed that we were not cleared for the approach to runway 11R, and that we were not in the wrong.

Narrative: WE WERE BEING VECTORED BY MSP APCH CTL FOR AN ILS APCH TO RWY 11R. AT 3000 FT MSL, WE WERE ASSIGNED A HDG OF 090 DEGS, BUT WERE NOT TOLD TO INTERCEPT THE LOC OR THE ILS FOR RWY 11R. AS WE FLEW THROUGH THE COURSE, I ASKED APCH IF THEY WANTED US TO INTERCEPT. THEY SAID YES AND GAVE US A TURN BACK TO 220 DEGS. AT THE SAME TIME WE RECEIVED AN RA ON OUR TCASII AND WERE INSTRUCTED TO DSND IMMEDIATELY. WE DID SO TO AVOID A CONFLICT WITH TFC ON THE PARALLEL RWY 11L. WE DSNDED TO APPROX 2600 FT AND WERE THEN CLR OF THE CONFLICT. WE WERE THEN INSTRUCTED TO CLB BACK TO 3000 FT AND TO CONTINUE ON A HDG OF 220 DEGS. WE WERE THEN VECTORED BACK AROUND FOR A SECOND TIME FOR AN ILS APCH TO RWY 11R. ON THE GND IN MSP WE CALLED APCH CTL. THEY PULLED THE TAPES AND CONFIRMED THAT WE WERE NOT CLRED FOR THE APCH TO RWY 11R, AND THAT WE WERE NOT IN THE WRONG.
