Cruise flight, FL290. Cabin altitude pressure warning. Cabin pressure at 9500 and rising. Attempt control with alternate system. No help. Tried manual control. No help. Declared emergency. Initiated emergency descent to 14000 ft, cleared to 10000 ft then 8000 ft. Continued to destination, bwi. No injuries, no conflicts. ATC worked well with crew's needs -- responsive and helpful. ZOB to be commended. Aircraft was operating with 1 air conditioning pressure system on MEL. The remaining system failed, resulting in loss of cabin pressure.
