Narrative:
Flying IFR flight plan between deer park and kennedy vors, lost radio and electrical navigation equipment. I continued flight plan route staying west of airway over low overcast to broken to scattered poor visibility below. Good visibility at 6000 ft coming up on the new jersey shore. I descended to 4000 ft which I had on many prior flts been instructed to do by new york departure. New york approach tried to contact me and the controller realized I had a radio failure. I could hear him on my hand-held but apparently he could not hear me. When further away from new york airspace, I naved with hand- held toward pne. I checked my fuel and switched tanks. Fuel would be no problem. I turned on and off the alternator and left switch on. Sometime later, the navigation/communication came up. I called phl approach and told the approach controller bout my navigation/communication failure. He gave me altitude instructions and cleared for ILS 24 approach which I flew in and landed without further incident.

Title: PVT PLT OF SMA SEL LOST RADIO COMS DURING IFR IN IMC AND DEVIATED LATER ALT AND TRACK UNDER VFR.
Narrative: FLYING IFR FLT PLAN BTWN DEER PARK AND KENNEDY VORS, LOST RADIO AND ELECTRICAL NAV EQUIP. I CONTINUED FLT PLAN RTE STAYING W OF AIRWAY OVER LOW OVCST TO BROKEN TO SCATTERED POOR VISIBILITY BELOW. GOOD VISIBILITY AT 6000 FT COMING UP ON THE NEW JERSEY SHORE. I DSNDED TO 4000 FT WHICH I HAD ON MANY PRIOR FLTS BEEN INSTRUCTED TO DO BY NEW YORK DEP. NEW YORK APCH TRIED TO CONTACT ME AND THE CTLR REALIZED I HAD A RADIO FAILURE. I COULD HEAR HIM ON MY HAND-HELD BUT APPARENTLY HE COULD NOT HEAR ME. WHEN FURTHER AWAY FROM NEW YORK AIRSPACE, I NAVED WITH HAND- HELD TOWARD PNE. I CHKED MY FUEL AND SWITCHED TANKS. FUEL WOULD BE NO PROB. I TURNED ON AND OFF THE ALTERNATOR AND LEFT SWITCH ON. SOMETIME LATER, THE NAV/COM CAME UP. I CALLED PHL APCH AND TOLD THE APCH CTLR BOUT MY NAV/COM FAILURE. HE GAVE ME ALT INSTRUCTIONS AND CLRED FOR ILS 24 APCH WHICH I FLEW IN AND LANDED WITHOUT FURTHER INCIDENT.
