Captain of medium large transport lost directional control during landing roll due to the brakes locking up on 1 side resulting in blowing the 2 main gear tires. A wet runway with poor braking action and 1 thrust reverser inoperative did not help!

Narrative:
On or about touchdown, wheel not turning warning came on. Directional control was effected, ability to keep aircraft straight and on runway. Postflt revealed 2 blown tires on right main. No emergency service necessary. The conditions were wet (braking action advisory in effect, 1 reverser on aircraft MEL'ed). Maintenance later revealed failed anti-skid valve and control box.
