Narrative:

The student pilot of aircraft, a bonanza, developed a porpoise during landing flare. The porpoise increased to the point that the nose gear was sheared and skidded to a stop. I personally witnessed the incident and saw that the pilot was not leaving the aircraft, and was not securing the aircraft, i.e., beacon still rotating. The crash rescue vehicles had not been dispatched as of yet, and taking into consideration the amount of sparks that came from the airplane, time was critical. We have 2 runways at farmington -- runways 23 and runway 25. Runway 23 had a maintenance vehicle on it, so I knew that it was inactive and went out to the disabled aircraft on runway 23. The controller of the NFCT was irate, and threatened to report the incident to the FAA. This is the primary reason for this report. I would like to reiterate that with runway 23 closed due to a disabled aircraft, and runway 25 closed due to the maintenance vehicle removing foreign object damage, the airfield, in essence, was inactive. All safety precautions were taken and proper discretion was used. As a former FAA air traffic controller and a current flight instructor, I would like to be cleared of this incident. I acted purely on behalf of the safety of the student pilot, and used proper discretion.

Title: RPTR CHASTISED FOR OFFERING ASSISTANCE TO LNDG ACCIDENT VICTIM ON RWY.

Narrative: THE STUDENT PLT OF ACFT, A BONANZA, DEVELOPED A PORPOISE DURING LNDG FLARE. THE PORPOISE INCREASED TO THE POINT THAT THE NOSE GEAR WAS SHEARED AND SKIDDED TO A STOP.
