Narrative:

Problem arose because a phone call was made to fbl airport and I was notified by person at airport that my obstruction clearance (500 ft from persons or property) was in question. I do not believe this was the case. I was flying in the ground effect of the lake but at no time came within 500 ft of any persons, place or property I can only assume that a non pilot citizen called but I feel I should bring this to your attention in the event that the FAA was notified. In retrospect it probably was poor judgement to perform this type of operation on an inhabited lake.

Title: CFTT OVERWATER OP IN CIVIL LOW ALT OP.

Narrative: PROB AROSE BECAUSE A PHONE CALL WAS MADE TO FBL ARPT AND I WAS NOTIFIED BY PERSON AT ARPT THAT MY OBSTRUCTION CLRNC (500 FT FROM PERSONS OR PROPERTY) WAS IN QUESTION. I DO NOT BELIEVE THIS WAS THE CASE. I WAS FLYING IN THE GND EFFECT OF THE LAKE BUT AT NO TIME CAME WITHIN 500 FT OF ANY PERSONS, PLACE OR PROPERTY I CAN ONLY ASSUME THAT A NON PLT CITIZEN CALLED BUT I FEEL I SHOULD BRING THIS TO YOUR ATTN IN THE EVENT THAT THE FAA WAS NOTIFIED. IN RETROSPECT IT PROBABLY WAS POOR JUDGEMENT TO PERFORM THIS TYPE OF OP ON AN INHABITED LAKE.
