Narrative:

I was flying right seat as CFI of a paz8z200, piper arrow, a commercial/instrument pilot was left seat. We were on a repositioning/chkout flight returning to base at 096. Active runway was 49. We entered downwind and turning base saw an ultralight vehicle at our altitude heading northeast. We had to turn left and come around to avoid him. Altitude was approximately 1500 ft. 1.3 mi proximity to airport. On final another ultralight appeared off my right wing. No deviation was necessary. And my student completed a normal landing. After landing we taxied off the runway as both ultralights landed on runway 09. I exited the aircraft. Looked up the FARS 103.13 (a) and (B) and 103.17 (all). Then I called the causing TRACON and he gave me a number for the dtw FSDO -- no answer there. I then called grr FSDO -- no answer. Meanwhile I observed both ultralights departing into landing traffic. No collisions -- I called the lan TRACON again, tried to get him to track the ultralights to landing, he couldn't comply. Fortunately no collisions occurred today, I feel someone needs to regulate these people, because a number of serious fatalities could have occurred! Callback conversation with reporter revealed the following information: reporter was given hot line number in order to follow up further. He states that the ultralights returned twice after this incident. He feels they got the word that they were not welcome since they choose not to comply with normal approach and pattern procedures as they have not returned again. Now they are having trouble with a hot air balloon which hovers directly over the runway at pattern altitude. Great fun!

Title: SMA ON APCH TAKES EVASIVE ACTION TURN TO AVOID AN ULTRALIGHT.

I EXITED THE ACFT. LOOKED UP THE FARS 103.13 (A) AND (B) AND 103.17 (ALL). THEN I CALLED THE CAUSING TRACON AND HE GAVE ME A NUMBER FOR THE DTW FSDO -- NO ANSWER THERE. NO COLLISIONS -- I CALLED THE LAN TRACON AGAIN, TRIED TO GET HIM TO TRACK THE ULTRALIGHTS TO LNDG, HE COULDN'T COMPLY. FORTUNATELY NO COLLISIONS OCCURRED TODAY, I FEEL SOMEONE NEEDS TO REGULATE THESE PEOPLE, BECAUSE A NUMBER OF SERIOUS FATALITIES COULD HAVE OCCURRED! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS GIVEN HOT LINE NUMBER IN ORDER TO FOLLOW UP FURTHER. HE STATES THAT THE ULTRALIGHTS RETURNED TWICE AFTER THIS INCIDENT. HE FEELS THEY GOT THE WORD THAT THEY WERE NOT WELCOME SINCE THEY CHOOSE NOT TO COMPLY WITH NORMAL APCH AND PATTERN PROCS AS THEY HAVE NOT RETURNED AGAIN. NOW THEY ARE HAVING TROUBLE WITH A HOT AIR BALLOON WHICH HOVERS DIRECTLY OVER THE RWY AT PATTERN ALT. GREAT FUN!
