Narrative:

I am sending this ASRS in regards to an FAA inspector alleging that I did not follow a checklist item as per my duties as a flight engineer. In short, we landed at london's gatwick airport without the thrust reversers. Upon termination of the flight, a follow-up investigation by maintenance revealed these circuit breakers were reset. We do not know if they had been popped during flight or on arrival. All of the aircraft circuit breakers were checked as per the checklist prior to the flight. In fact, I had personally checked the circuit breakers twice during my preflight. As a side note, the captain asked the FAA inspector, who was our jumpseat rider for the flight, if he had seen any problems or discrepancies. The inspector reported none, and said we had done a good job.
