Narrative:

On climb out from dca at about 13000 ft, I had an RA as to traffic, then to stop climb. Traffic was at about my 11 O'clock position and 1 mi, 1000 ft above. At first I could not find traffic and stopped climb. Traffic was spotted and noted as dropping parachutists. ATC was advised that I was stopping the climb and notified of traffic and to what was happening. They said there was no traffic on radar in my location, the flight continued with no further problems. TCASII definitely advised me in time and gave pertinent advisory information for the situation.
